RB-04 describes the procedures for when new facts have been submitted in a case. It sets out the principle that UNE can review all aspects of a case, but that, in some cases, considerations of the appellant’s due process protection can indicate that the case should be returned to the UDI. It covers both the cases in which new circumstances become known in the appeals case, and cases where they become known in the request for reversal.
