RB-10 describes the case processing procedures for assessing the appellant’s identity. The main question in an identity assessment is whether the identity has been substantiated and whether documentation of the identity has been submitted. This entails a specific overall assessment of several elements. See FV-02 for a more detailed description of key concepts and the content of relevant statutory provisions.
